About size standards
How does the SBA measure size?
By average annual receipts over the last five completed fiscal years for most service, retail and construction codes, and by average employees over the last 24 months for most manufacturing, wholesale and mining codes. Affiliates count.
What if I am over the standard for my code?
For SBA 7(a) and 504 loans the alternative size test applies: tangible net worth under $20 million and average net income after taxes under $6.5 million for the last two years. For federal contracts the standard of the contract's NAICS code governs.
Where do these numbers come from?
13 CFR 121.201, the SBA Table of Size Standards, as adjusted for inflation in December 2022. The SBA proposed a broad revision on August 20, 2026 that would set most standards at the four and five digit level; it is not final.
